In order to meet the needs of our clients, The Coleman Group uses various contract vehicles with both State and Federal Government entities. We’ll also employ contract vehicles for Municipal and Commercial entities when needed to support your company’s mission.

Federal Vehicles

8(a) STARS II, a small business set-aside GWAC, provides flexible access to customized IT solutions from a large, diverse pool of 8(a) industry partners.

With a $10 billion program ceiling and a five-year base period with one five-year option, 8(a) STARS II allows for long-term planning of large-scale program requirements while strengthening opportunities for 8(a) small businesses.

Our contract covers three of the Functional Areas in Constellation I, including:

  • CIFA1 – Custom Computer Programming Services
  • CIFA2 – Computer Systems Design Services
  • CIFA4 – Other Computer Related Services

 

GSA Multiple Award Schedule

The GSA Multiple Award Schedule (MAS) contract, formerly referred to as the IT Schedule 70 GSA IT70 is the procurement vehicle for a comprehensive and broad array of IT products, solutions and services. This indefinite delivery/indefinite quantity (IDIQ) multiple award schedule and grants agencies direct access to experts in commercial IT hardware, software and services for the government IT community.

Seaport-NxG

The Navy has made 1,870 awards for the new version of its massive SeaPort contract for professional services that dates back nearly two decades and pulls in $5 billion a year in task orders.

Unlike its predecessors SeaPort Next Generation – SeaPort-NxG – has a streamlined structure. Gone are the regions, and the 23 functional areas are divided into two work categories: engineering support services and program management support services.

OASIS and OASIS Small Business (SB)

OASIS Small Business (SB) set-aside and OASIS unrestricted vehicles are multiple award, Indefinite Delivery Indefinite Quantity (IDIQ) contract vehicles which provide flexible and innovative solutions for complex professional services.  The Coleman Group is included in Pool 1, which is a 100% small business set aside.

Details of the OASIS Contract include:

  • Assignments may involve provision of advice; preparation of feasibility studies; preparation of preliminary and final plans and designs; provision and evaluation of technical services
  • Span multiple professional services, expertise and mission space.
  • Allows flexibility for all contract types, including hybrids and cost-reimbursement, at the task order level; and
  • Allows ancillary support components, commonly referred to as Other Direct Costs (ODC), at the task order level.

The core disciplines/scopes of the contracts include:

  • Program management services;
  • Management/Business consulting services;
  • Human Resources;
  • Marketing/Public Relations;
  • Logistics services;
  • Engineering services;
  • Financial services; and
  • Scientific services.

Local Contract Vehicles

CATS 2 for Prince George’s County (Consulting and Technical Services 2) Prince George’s County Maryland Government

The objective of this Master Contract, effective April 22, 2013 through April 21, 2028, is to enable State government to procure IT consulting and technical services in a timely and economical manner. Through CATS 2, the State will have a flexible means of obtaining information technology (IT) resources quickly, efficiently and cost effectively by issuing task orders specific to its needs.

Municipal Contract Vehicles

Washington Suburban Sanitation Commission – Information Technology Consulting and Technical Services – Functional Category 2 (Application/Software Engineering)

This contract is to provide a range of Management Support Services and Expert Assistance to the WSSC’s Information Technology (IT) Team.
